Subject: Role of RPF in Ticket Checking.
1. Indian Railway Commercial Manual authorises only Ticket Checking staff to do
ticket checking. Section 535 of the Manual explains that ‘intent to defraud’ is an essential
ingredient of offence u/s 137 of the Railways Act. Ticket Collector or Travelling Ticket
Examiner may deal with cases of passengers travelling without ticket u/s 137 only when
there are elements in the facts of any case which indicate the intent to defraud.
2. Section 179 (2) of the Railways Act authorises officers, of and above the rank of
Assistant Sub-Inspector, in RPF to arrest offenders of sections 137 and 138 without warrant
or other written authority and section 180A gives authority to make an enquiry for
ascertaining facts and circumstances of the offence.
3. Therefore, provisions of the Railways Act read with the Indian Railway Commercial
Manual make it clear that ticket checking and levy of excess charge are to be done only by
Ticket Checking Staff and intent to defraud has to be ascertained by them. RPF Officers, of
and above the rank of ASI, may arrest u/s 137 and 138 of the Railways Act only when an
offender is handed over to them with due justification by the ticket checking Staff.
Therefore, RPF Staff shall not do any ticket checking of Passengers on their own.
4. RPF personnel shall not be involved in Ticket Checking drives and chasing
passengers for this purpose on moving trains and on platforms as it may create panic
amongst passengers leading to serious incidents. Any violation of this order shall be viewed
seriously and supervisory officers will be held liable for mishaps on this account.

Subject: Role of RPF in Ticket Checking.
It has been observed that the guidelines issued vide Directive 38 are being
misinterpreted by the field formations. Therefore, the following clarification is issued:
1. Directive 38 does not prohibit deployment of RPF to assist Commercial Department
in ticket checking;
2. It only makes it clear that RPF personnel cannot do ticket checking on their own.
They can only assist the Commercial Department;
3. Deployment of RPF for mass ticket checking drives on running trains has been
prohibited in view of some recent instances, where ticketless persons have jumped
from the running trains during drives and have died or sustained grievous injuries and
RPF has been held responsible. However, there is no bar on ambush and fortress
checks where trains are stopped during such drives.
4. In view of the current security scenario in the Country, where threat perception is
very high during festive seasons and there is massive rush of passengers, Zonal and
Divisional RPF officers have been directed to give priority to deployment of RPF
manpower for prevention of terror incidents and channeling the passengers to prevent
stampedes rather than for assistance in ticket checking drives. This has been done
because manpower is limited and our first priority is to prevent terror incidents and
stampedes. Therefore, during festive seasons, RPF manpower is to be provided only
where it can be spared after taking care of anti terror and order arrangements. It
would therefore be advisable to avoid ticket checking drives during festive seasons.
